Vets First
The statute orders VA's preferences, and the Supreme Court said it means it.
38 U.S.C. § 8127 puts service-disabled veteran-owned small businesses first in VA's contracting priority, then veteran-owned small businesses, then the other programs. Under § 8127(d), the VA Rule of Two, a contracting officer must restrict the competition to veteran-owned firms when there is a reasonable expectation that two or more will offer at a fair and reasonable price. Kingdomware Technologies v. United States (2016) confirmed this applies to Federal Supply Schedule orders too.
Two VA-specific authorities sit beside it: non-competitive award to an SDVOSB or VOSB below the simplified acquisition threshold (§ 8127(b)), and sole-source award up to $5 million when the firm is responsible and the price is fair and reasonable (§ 8127(c)). VA implements the program in VAAR 819.70.

Is Be Chosen Agency a VA-verified SDVOSB?
- Be Chosen Agency LLC is certified as an SDVOSB and VOSB by the Small Business Administration under 13 CFR Part 128, valid through July 8, 2029. Since January 2023, SBA certification is the verification VA relies on for its Veterans First Contracting Program; VA no longer runs a separate verification.
