Certification is issued by the Small Business Administration under its Veteran Small Business Certification program, not self-declared. This page gives the record, the authorities it unlocks, and the boundaries a diligent buyer will ask about.

What the certification unlocks
Authorities a buyer can use with a certified SDVOSB.
Government-wide
- SDVOSB set-aside when two or more SDVOSBs are expected to offer (FAR 19.1405).
- SDVOSB sole-source up to $5 million including options for non-manufacturing NAICS codes (FAR 19.1406).
- Subcontracting-plan credit for primes reporting SDVOSB participation (FAR 19.7).
- Similarly situated entity status under the limitations on subcontracting for SDVOSB set-asides (FAR 52.219-14).
At the Department of Veterans Affairs
- First in priority under Vets First (38 U.S.C. § 8127).
- VA Rule of Two set-aside when two or more veteran-owned firms are expected to offer (§ 8127(d)).
- Non-competitive award below the simplified acquisition threshold (§ 8127(b)).
- Sole-source up to $5 million (§ 8127(c)).
Delivery boundaries
What BCA does not have, stated before you ask.
A file is easier to defend when the vendor's claims match the record. These are BCA's current boundaries, dated 2026-09-17.
- Federal past performance: none yet. BCA has commercial delivery and owned-system engineering evidence, labeled as such on the past performance page.
- Security clearances. None held, personnel or facility. BCA performs unclassified work.
- Authorizations and certifications. No FedRAMP authorization, agency ATO, CMMC certification, ISO certification, or SOC 2 report. BCA builds inside the boundary the agency or prime authorizes and does not imply these through a platform or hosting provider.
- Contract vehicles. Not a GSA Multiple Award Schedule holder. BCA sells through open-market, simplified acquisition, SDVOSB authorities, and subcontracts.
- Data handling. Prototypes and demonstrations use public or synthetic data by default. Production, sensitive, or personally identifiable data requires a buyer-approved data, hosting, security, and privacy path.
- Retained authority. Platform authority, security authorization, hosting, and enterprise operations stay with the agency or prime unless an awarded scope assigns them.
