Micro-purchase or simplified acquisition
Bounded work under the micro-purchase threshold ($15,000) needs no competitive quotations when the price is reasonable. Larger requirements up to the simplified acquisition threshold ($350,000) can be set aside for small business and awarded quickly.

A contracting officer may award to a certified SDVOSB without competition up to $5 million (including options) when only one SDVOSB is expected to offer and the price is fair and reasonable.

Micro-purchase and simplified acquisition
Small, fast, and useful: a first engagement under the threshold.
Under the micro-purchase threshold ($15,000 in FAR 2.101), a contracting officer or a purchase-card holder may buy without soliciting competitive quotations when the price is reasonable, and small-business set-aside requirements do not apply (FAR 13.201). Between that and the simplified acquisition threshold ($350,000), FAR Part 13 procedures apply and the requirement is generally reserved for small business.
BCA packages first engagements to fit: an accessibility assessment with a remediation backlog, a bounded AI prototype on synthetic data, a workflow and intake map with a configured pilot, a documentation and test package for a system that has none, or a defined slice of a larger application. Each comes with a written scope, deliverables, and acceptance evidence.
What a micro-purchase from BCA looks like
- You send a paragraph describing the problem and the users.
- BCA returns a one-page scope: deliverables, acceptance evidence, price, and period of performance.
- Award by purchase order or purchase card; BCA is registered in SAM and accepts government cards.
- Delivery with test evidence and a handoff record you can cite as past performance in the next requirement.
The five conditions in FAR 19.1406(a)
- No reasonable expectation of offers from two or more SDVOSBs (so a set-aside under FAR 19.1405 is not appropriate).
- Anticipated price, including options, will not exceed $5 million for non-manufacturing NAICS codes ($8.5 million for manufacturing).
- The requirement is not currently performed by an 8(a) participant or accepted under subpart 19.8.
- The SDVOSB is determined responsible.
- Award can be made at a fair and reasonable price.
SDVOSB set-aside and sole-source
When the requirement is larger, the SDVOSB program gives you a direct path.
If market research shows two or more capable SDVOSBs, set the requirement aside under FAR 19.1405. If it does not, FAR 19.1406 lets you award to one certified SDVOSB without competition. BCA's certification is issued by SBA under 13 CFR Part 128 and is verifiable in the SBA certification search.

BCA responds to sources-sought notices and RFIs in NAICS 541511, 541512, and 541519 with a capability statement mapped to the notice, a candid statement of what it can and cannot perform, and a bounded approach. Where the requirement is larger than BCA should prime, it says so and proposes a teaming structure.

What you get back
A written response within two business days: fit, approach, deliverables, what BCA would own, what stays with the agency, and any gaps stated plainly.
